摘要
《防海新论》是晚清较早传入中国的一部海防军事理论著作，内容除海防战略以外，还涉及了西方水雷技术的发展和应用。文章对《防海新论》的翻译出版过程进行梳理，结合清末西方水雷技术的引入情况，关注清廷官员在海防筹议中对《防海新论》内容的探讨，分析《防海新论》与水雷制造者陆汝成所撰《水雷撮要》的共通之处，认为以《防海新论》为代表的西译兵书不仅为清政府认识、引入西方水雷提供了知识来源，也为晚清的水雷制造人员提供了技术参考。
Abstract
A Treatise on Coast

Defence
is an important military theory work on coastal defense introduced into China in the late Qing Dynasty. Besides the strategies of coastal defense， the book also concerns the development and the application of western naval mine technology. This study examines the translation and publication process of
A Treatise on Coast
-
Defence
within the background of the introduction of western naval mine technology. Special attention is given to the discussion of
A Treatise on Coast
-
Defence
in coastal defense deliberations by Qing officials and its parallels with
Summary of Navy Mine
， authored by mine designer Lu Rucheng. The findings suggest that the western military treatises like
A Treatise on Coast
-
Defence
not only facilitated the Qing government’s understanding and adoption of western mine technology but also served as a technical guide for naval mine production in the late Qing Dynasty.
