摘要

本文基于组织学理论构建“四维创造力”分析框架，以青海省海西州为实证对象，揭示党组织创造力通过政治引领、组织动员等机制，实现动物疫病防治效能提升的作用路径。研究表明，创新“支部+合作社+养殖户”模式可使防疫覆盖率明显提高58%，建立专业化防疫先锋队使疫情响应速度显著提升70%。研究为乡村振兴背景下基层防疫组织创新提供理论支撑与实践范式。

Abstract

This paper constructs a "four-dimensional creativity" analytical framework based on organizational theory. Taking Haixi Prefecture of Qinghai Province as an empirical object， it reveals the action paths by which the creativity of the Party organizations improves the effectiveness of animal disease prevention and control through mechanisms such as political guidance and organizational mobilization. The research shows that innovating a "Party branches + cooperative + farmer" model can obviously increase the coverage rate of epidemic prevention， and establishing a professional epidemic prevention vanguard can improve the speed of epidemic response by 70%. This research provides theoretical support and practical paradigms for the innovation of grass-roots organizations of epidemic prevention in the context of rural revitalization.
