摘要

中国式社会福利现代化是应对现代性风险、增进人民福祉的制度选择，也是实现全体人民共同富裕的战略支撑。当前中国社会福利制度面临人口老龄化加剧、城乡区域失衡、制度运行碎片化等多重现实挑战，单纯依靠财政扩张与人力堆砌的传统模式已难以为继，而以人工智能为代表的数智技术正从工具层面跃升为驱动社会福利治理范式转型的内生动力。通过系统梳理中国社会福利政策演进的历史脉络与现实图景，并结合“浙里救”等地方实践案例，分析数智技术赋能社会福利的内在逻辑，从制度设计、服务供给、治理生态与风险规制四个维度探讨路径优化方案。数智技术赋能中国式社会福利现代化不仅能够提升福利资源配置效率与治理精准程度，更通过技术赋权拓展人的“实质自由”，推动社会福利体系从生存保障向美好生活跨越，为人类福利事业贡献中国方案。

Abstract

The modernization of Chinese-style social welfare is an institutional choice to deal with the risks of modernity and enhance people's well-being， and it is also a strategic support for realizing the common prosperity of all people. At present， China's social welfare system is facing multiple practical challenges， such as the intensification of population aging， the regional imbalance between urban and rural areas， and the fragmentation of system operation. The traditional model of relying solely on fiscal expansion and manpower stacking is unsustainable， and the digital intelligence technology represented by artificial intelligence is jumping from the tool level to a drive for the endogenous power of the transformation of social welfare governance paradigm. By systematically combing the historical context and realistic picture of the evolution of China's social welfare policy， and combining with local practice cases such as “Zheli Jiu”， this paper analyzes the internal logic of social welfare empowered by digital technology， and discusses the path optimization scheme from four dimensions， i.e. system design， service supply， governance ecology and risk regulation. That digital intelligence technology empowers Chinese-style social welfare modernization can not only improve the efficiency of welfare resource allocation and the accuracy of governance， but also expand people's “substantive freedom” through technological empowerment， promote the social welfare system to leap from survival security to a better life， and contribute Chinese approach to human welfare.
