资源型区域是中国落实“双碳”目标的重要区域,数字经济发展为资源型区域低碳转型提供了新的动力机制,但当前学界缺少对资源型区域数字经济发展的减排效应检验。本文基于晋、陕、宁、蒙四省区面板数据,构建数字经济指标体系,利用熵权法计算数字经济综合指数,并采用固定效应计量模型检验数字经济发展的碳减排效应。研究发现,数字经济发展可以显著降低资源型区域碳排放;资源型区域快速推进产业结构转型和产能升级快速释放了较大减排潜力,未来需要依靠技术创新、能源结构转型等措施进一步推动“双碳”目标的实现;资源型区域第二产业比重与碳排放有正向关系。基于此,本文从优化数字经济发展生态、促进数字经济与实体经济融合、以数字经济推动产业升级和能源结构转型三方面提出相关政策建议。
Resource-based regions are important regions for China to implement the "double carbon" goal. The development of digital economy provides a new driving mechanism for the low-carbon transformation in these regions
whereas the current academic circle lacks the test of emission reduction effect of the development of digital economy in resource-based regions. Based on the panel data of Shanxi
Shaanxi
Ningxia and Inner Mongolia
this paper constructs the digital economy indicator system
calculates the digital economy comprehensive index using the entropy weight method
and uses the fixed effect measurement model to test the carbon emission reduction effect of the development of the digital economy. The study has found that the development of digital economy can significantly reduce the carbon emission of resource-based regions; the rapid promotion of the industrial structure transformation and the capacity upgrading in resource-based regions has rapidly released greater emission reduction potential. It is still necessary to further promote the "double carbon" goal by relying on technological innovation
energy structure transformation and other measures in the future; the proportion of secondary industry in resource-based regions has a positive relationship with carbon emissions. Based on the analysis
this paper puts forward relevant policy recommendations from three aspects: optimizing the development ecology of the digital economy
promoting the integration of the digital economy and the real economy
and promoting industrial upgrading and energy structure transformation with the digital economy.
