摘要

信用是科研创新的基石，合理的科研信用评价指标体系对于科研信用管理尤为重要。现有指标体系鲜有关注科研人员所处的守信环境，但是环境对于个人守信意愿有着重要影响。基于此，引入以提升和改进为导向的CIPP评价模式，充分考虑科研人员的守信环境、守信能力、守信行为和科研成果四个方面，分别从背景、输入、过程和结果四个维度构建科研信用评价指标体系。鉴于CIPP模式的科研信用评价指标类型复杂多样，选择新的处理复杂类型数据、不确定数据和未定义数据的数学工具软集合作为科研信用评价的理论基础，期望为科技管理部门加强科研信用管理提供参考。

Abstract

Credit is the cornerstone of research innovation， and a reasonable research credit evaluation indicator system is particularly important for research credit management. The existing indicator system pays little attention to the environment in which researchers keep their credit， while the environment has an important influence on individuals' willingness to keep their credit. Based on this， this paper introduces the enhancement-oriented and improvement-oriented CIPP evaluation model， which fully considers four aspects of the researchers

namely credit environment

credit ability

credit behavior and research achievements. The research credit evaluation index system was constructed from four dimensions： context， input， process and product. In view of the complex and diverse types of research credit evaluation indexes based on CIPP model， this paper chooses soft set

a new mathematical tool to deal with the complex

uncertain and undefined data

as the theoretical basis for research credit evaluation. This study may provide reference for science and technology administration departments to strengthen scientific research credit management.
