Editorial Board Charter

I    General Provisions

 1 "Emerging science and technology" is an academic journal sponsored by the Science and Technology Department of Shanxi Province, the Shanxi Technology Achievement Transfer and Transformation Promotion and Data Monitoring Center, and Shanxi University. It is publicly distributed both domestically and internationally, with the Chinese Standard Serial Number ISSN 2097-1486, CN14-1408/N.

 2 The journal adheres to the "Regulations on Journal Publishing Management" and the "Interim Provisions on the Responsibilities of Sponsoring and Competent Units of Publishing Entities" and other relevant regulations. It resolutely supports the leadership of the Communist Party of China, adheres to the guidance of Xi Jinping's thought on Socialism with Chinese Characteristics for a New Era, follows the Declaration of the Scientific Community, upholds strict academic ethics, resists academic misconduct, provides academic leadership, creates a first-class academic journal, and builds a high-end platform for research on the development of emerging sciences and technologies.

 3 The journal abides by the national laws, regulations, and relevant provisions and adheres to the academic norms widely recognized by the academic community.

 4 The mission of the "Emerging science and technology" journal is to focus on the strategic scientific and technological needs of the nation, track the latest global scientific and technological developments, discover trends in science and technology, stimulate the vitality of scientific and technological innovation, and serve the construction of an innovative country. "Emerging science and technology" is aimed at scientists, technical experts, and engineers, as well as scholars concerned with the development of science and technology, focusing on cutting-edge international science and technology, including but not limited to new-generation artificial intelligence, quantum technology, integrated circuits, neuroscience and brain-inspired sciences, genetics and biotechnology, clinical medicine and health, deep space, deep earth, deep sea, and polar exploration in the fields of science, technology, and engineering, and publishes related research papers, reviews of cutting-edge technology, and summaries, trends in technological development, and science and technology policies.

 II    Nature of the Editorial Board

 5 The Editorial Board of the "Emerging science and technology" journal is established by the journal's sponsoring institution and is composed of experts and scholars engaged in scientific research, providing strong academic support for the journal.

6 The Editorial Board plays an academic guiding role for the editorial department responsible for the journal's daily work of editing, publishing, and distribution. The editorial department serves as the executive body of the Editorial Board and implements the decisions of the Board.

III    Organization of the Editorial Board

7 The Editorial Board is led directly by the Editor-in-Chief, who may hire a number of editors as needed. Editorial Board members are appointed on a contract basis, with specific plans and candidates proposed by the journal's sponsoring institution, and officially appointed after the individual's consent is obtained.

8 Principles of appointment of Editorial Board members: ① Rigorous academic attitude, upright style, high academic level, and review capability in the field of science and technology; ③ Enthusiasm for editorial work, able to undertake certain editorial tasks and actively participate in the activities of the Editorial Board.

9 Each term of the Editorial Board is five years, with the possibility of reappointment.

10 Composition and adjustment of the Editorial Board: Adjustments are made as needed and appropriate. The Editorial Board and the journal's sponsoring institution propose a preliminary plan, which is then finalized according to the provisions of this charter and the actual situation. Incumbent members of the Editorial Board can recommend candidates, who are then appointed by the Editor-in-Chief.

11 In principle, an Editorial Board meeting is held every two years to summarize the work of the previous stage, listen to reports, suggestions, and opinions from various parties, and study, deploy, and arrange the work for the next stage. If there are significant issues to discuss, the Chairperson of the Editorial Board may convene a temporary meeting.

 IV    Responsibilities and Tasks of the Editorial Board

12 Study and determine the positioning and development strategy of the journal, formulate and adjust the academic orientation, style, and target audience of the journal, help to develop medium and long-term development plans for the journal's editing and publishing business, help and participate in the development and construction of the journal's manuscript sources, and undertake necessary tasks of soliciting and reviewing manuscripts.

13 Listen to the work report of the editorial department, inspect the organization, implementation, and fulfillment of the editing and publishing work, propose improvement measures and requirements, and help and guide the work of manuscript organization, review, editing and processing, column setting, layout design, and publicity.

 V    Rights and Obligations of the Editorial Committee

14 Rights of the Editorial Committee:

1.The right to offer suggestions and critiques on the work of the editorial department of "Emerging science and technology."

2.The right to have the names of all members of the editorial committee published in the "Emerging science and technology" journal.

3.The right to receive complimentary copies of the "Emerging science and technology" journal.

4.The right to priority in publishing their own articles and recommended articles, exemption from page fees for their own written articles, and the receipt of a certain remuneration for them.

5.The right to receive corresponding remuneration and rewards for participating in the peer review process, as well as for organizing and recommending special editions, topics, or information that are accepted for publication.

15 Obligations of the Editorial Committee:

To abide by the charter of the editorial committee, execute the decisions of the editorial committee, and fulfill the duties of an editorial committee member.

To complete the tasks assigned by the editorial committee and consciously uphold the image of the "Emerging science and technology" journal.

To actively write, compile, and review manuscripts, and contribute or recommend at least one innovative and high-quality academic paper to the journal each year.

The calling of the editorial committee meetings is initiated by the Editor-in-Chief, and members are expected to actively participate in the meetings and academic activities organized by the committee to help resolve academic issues for the journal.

16 Editorial committee members have the freedom to resign, but must apply and notify the committee in advance.

17 In cases of serious violation of the charter or academic misconduct, a member's editorial committee qualifications may be revoked following a decision by the editorial committee meeting.

 VI    Supplementary Provisions

18 The interpretation of this charter is the responsibility of the sponsoring organization of the "Emerging science and technology" journal.
