本文追踪分析了学术起点相近但就职于不同层次高校的青年学者,通过比较其获青年基金之后十年的学术发展轨迹与差异,探讨重点建设政策与高校层次差异对学者长期学术发展的影响。研究表明,重点建设政策在改善高校科研条件和提升人才稳定性方面成效显著,就职于重点建设高校的学者在学术发展上呈现出明显优势。然而,该政策也加剧了高校间的资源不平衡。高竞争项目越来越集中于重点建设高校,非重点建设高校学者获资助的可能性显著降低。面上项目资助数的增长更明显地惠及重点建设高校学者,而一般院校学者的获资助数未有显著改善。非核心重点建设高校学者的学术发展与一般院校学者差异不显著,表明资源分配的层次结构削弱了政策的广泛覆盖效果。总而言之,学术资源与科研环境的差异随时间推移放大了不同层次高校间的学者学术发展差距。这一结果突显了资源分配不均对学者学术发展的长期影响,为未来政策设计和资源优化提供了重要参考。
This study tracks and analyzes young scholars in different university tiers with comparable academic starting point by comparing the academic trajectories and disparities over a decade after their receipt of the Youth Fund of National Natural Science Foundation of China (NSFC). The research investigates the impact of key construction policies and institutional hierarchies on the long-term academic development of these scholars. Findings indicate that key construction policies in universities have effectively improved research conditions and enhanced talent retention, with scholars at key construction institutions exhibiting significant advantages in academic development. However, the policies have also intensified resource disparities across institutions. High-competition funding is increasingly concentrated in key construction universities, significantly limiting the opportunities for scholars at non-key construction institutions. The growth in general program funding has predominantly benefited scholars at key construction universities, with little improvement for those in general institutions. Moreover, scholars at non-core key construction universities show no significant academic development advantage over those at general institutions, suggesting that the hierarchical structure of resource allocation constrains a broader reach of the policy benefits. Overall, disparities in academic resources and research environments have progressively widened the development gap among scholars of different institutional tiers. These results underline the enduring impact of resource inequities on scholars’ academic trajectories, meanwhile providing important references for the design of equitable and effective policy frameworks in the future.
